Smart Growth America’s Best Complete Streets Policies 2025 report celebrates the communities taking bold, thoughtful steps to make streets safer and more welcoming for all users—no matter their age, income, ability, or mode of transportation.

 This bi-annual report scores newly adopted Complete Streets policies from 2023 and 2024 using the National Complete Streets Coalition’s 100-point framework. In addition to identifying top-scoring policies, the report also lifts up community stories—from large cities to small towns—that demonstrate how strong collaboration, public health priorities, and continual improvement can result in meaningful policy change.

The Champions Institute: Massachusetts (2024)

Smart Growth America and Transportation for Massachusetts are launching a statewide program to equip elected officials from across the Commonwealth to effectively advocate for and support safer and more complete streets in their communities.

Today, we are excited to open applications for the initiative, which will provide comprehensive training to help local leaders become champions in their communities to promote just and equitable transportation.

Communities of all sizes urgently need to prioritize people when it comes to  designing and building streets so that everyone has an option to stay active and healthy while getting where they need to go safely and conveniently each day. Local elected officials play a vital role in supporting these goals, identifying local needs and advancing the work to build activity-friendly routes to everyday destinations in their communities.

Smart Growth strategies help towns and cities across the country become healthier while improving resiliency and sustainability. These strategies rely on elected champions to craft a vision, support implementation and identify new opportunities.

As leaders in the field, Smart Growth America and Transportation for Massachusetts will help to transform mayors, city councilors, tribal leaders and other local elected-officials from across the state into champions supporting plans, policies and funding that promote equitable and just transportation.

The Champions’ Institute is a technical assistance and peer learning program designed to help local elected officials become effective champions for Complete Streets, downtown revitalization and other local initiatives.

Selected participants from across the Commonwealth will form a cohort of local leaders, attending seven interactive virtual learning modules beginning in October 2024 culminating to an in-person activity in March 2025.  The cohort will have a mid-course break between November 21, 2024 to January 2025.

Champions will learn from national experts and each other in a collaborative and supportive environment.
